Getting there:
Take the Hayate Shinkansen train from JR Ueno Station in Tokyo, and get off at JR Morioka Station (about 140 min).
Then take a train on the JR Yamada Line to JR Miyako Station (about 160 min). The trip along Sanriku Railroad's Kita Rias Line, described in this article, will take you from Miyako to Kuji stations (one way, about 60 min).
